Funding issues present challenge for arts

25/11/2009

Ken RobinsonUlster Unionist East Antrim MLA, Ken Robinson, has said that the arts sector faces "fundamental difficulties" in securing funding, as a result of Departmental protocols.

Speaking following the presentation of a DCAL Committee report on the issue, Mr Robinson commended the work of Newtownabbey Borough Council, in widely investing in the arts, and highlighted the new Theatre within the Council Headquarters at Mossley Mill.

"While Departmental funding cycles have much to commend them in the way that they allow for the scrutiny of public funds, they present groups that operate within the arts sector with fundamental difficulties.

"Many people would welcome the opportunity to develop projects - in most instances, worthwhile projects - well beyond the current three-year cycle, perhaps up to a five-year plan. However, the restraints of the departmental accounting process are not conducive to that, since it is based on the annual budget.

"Arts bodies indicated that such an extension would enable them not only to develop plans for festivals and other activities but to retain staff and attract key performers. Perhaps that sense of stability would then be reflected in increased participation and enhanced attendance figures, with a consequent rise in income generation and a decrease in bids for public funding in the long term."
